The Housing Authority of the City of San Luis Obispo (HASLO) has a mission to assist the counties lower income citizens secure and maintain long-term housing. It is a mission the Housing Authority takes very seriously and executes  creatively and diligently.

Housing Programs

Housing Choice Voucher Program (Section 8):  The Housing Choice Voucher Program, commonly referred to as Section 8, is a federally funded program.  This program allows the Housing Authority of San Luis Obispo (HASLO) to subsidize the rent for over 2,200 households in San Luis Obispo County monthly.  This program helps people rent from property owners on the private market.  Rent is based on household income. Households must meet program eligibility requirements.  

Public Housing (Conventional Housing) Program:  The Public Housing (Conventional Housing) Program consists of 168 apartments within the City of San Luis Obispo that the Housing Authority owns and operates.  All apartment complexes are small oriented complexes with sizes ranging from three apartments to twenty apartments scattered throughout the city.  To qualify for this program, families or individuals must have a total family income of less than 80% percent of the county’s median income for their family size.  There is a screening process that all applicants must go through.  Rent is based on household income.  

San Luis Obispo Nonprofit Housing:  San Luis Obispo Nonprofit Housing Corporation has developed projects utilizing multi-source financing [i.e., tax credits, Community Development Block Grants (CDBG), California Housing Finance Agency (CHFA), Higher Education Loan Program (HELP) Loans, bond and state financing].  The majority of units are Tax Credit developments with different tax credit rents and are located throughout San Luis Obispo County.  All of the San Luis Obispo Non-Profit units are managed and maintained by the Housing Authority of San Luis Obispo (HASLO).  These units are considered affordable, but not “low income,” and rents vary from $700 – $1,200 a month.  Applicants must meet program eligibility requirements and go through a screening process to ensure that they can afford the rent, as well as meet income limit guidelines and have a good rental history.  

HUD – VASH Program:  The Housing and Urban Development – Veterans Affairs Supportive Housing Program (HUD-VASH) combines Housing Choice Voucher rental assistance for homeless veterans with case management and clinical services provided by the Department of Veterans Affairs (VA).  VA provides these services for participating veterans at VA Medical Centers (VAMCs) and community-based outreach clinics.  VA must refer homeless veterans to the Housing Authority to be assisted under this program.
